Although the measure has momentum, it remains unclear if there is enough time left in this Congress to complete action on the bill before lawmakers leave town at the end of next week to campaign for reelection. The House has already passed its version of the legislation by voice vote while a companion bill in the Senate was approved last month by unanimous consent. A group of House Democrats who want to see additional funding for transit projects included in any final package have also expressed concern about whether there is enough time left on this year’s legislative calendar to get a deal done.
